Additional Fixed Route Modifications for May 10, 2009:

  • Initiate designated bus stops on MCT fixed routes to speed up boardings and alightings.


The ACT Runabout provides curb-to-curb Paratransit service for registered Madison County persons with disabilities who qualify under the Americans with Disabilities Act (ADA) as it relates to transit. Service is also available for registered Madison County senior citizens (ages 65 and up). Paratransit service for qualified persons with disabilities or ‘ADA service’ must be provided within ¾ mile of a fixed-route on the same days and times that fixed-route service is provided for no more than twice the fixed-route fare. Any service provided outside of those boundaries exceeds the ADA mandate and is referred to as ‘non-ADA’ service.

If approved, the proposed changes below to the ACT Runabout service would take effect in two phases, the first, beginning July 1, 2009, followed by a second on January 1, 2010.



Proposed ACT Runabout Paratransit Modifications
Effective July 9, 2009


  • Continue Out-of-District Paratransit trips, but limit to medical purposes only.

  • Implement a $5.00 surcharge on all Out-of-District trips within Madison County.

  • Implement a $10.00 flat fee on ‘non-ADA’ (non-mandated) medical trips to St. Clair County for registered ACT Runabout passengers.

  • Implement a $10.00 flat fee on ‘non-ADA’ (non-mandated) medical trips to Missouri for registered ACT Runabout passengers.

  • Continue to provide Paratransit service for seniors, at twice the ADA fare.




Proposed ACT Runabout Paratransit Modifications
Effective January 1, 2010


  • Enforce a Modified ADA Service Area (MASA). Registered residents traveling within the MASA will pay the ADA fare. Trips originating or terminating outside of the MASA will cost twice the maximum ADA fare.

  • Offer “same-day” Paratransit service for ADA-eligible individuals on a space available basis.
